Tutorial followed to the letter and nothing works (boiii steam error)

I have a problem when I want to launch boiii I have a steam error ( steam must be running and you must own Black ops 3 on steam to play this mod! ) I have yet followed all the steps, who would have an idea? 'where can the error come from, I'm thinking of the .bat that didn't work

You probably have a boiii folder in your boiii folder in appdata\local
